Effect: Shift 3 squares. One bloodied or unconscious ally adjacent to you can spend a healing surge and may stand as a free action. You may then switch spaces with that ally. You and that ally gain a +2 bonus to all defenses until the end of your next turn.
- Guardian Strike – At-Will, Martial, Immediate Reaction
Trigger: A creature in your knight’s aura makes an attack that does not include you.
Effect: Make a basic attack against the triggering creature. If you miss, you still deal 3 damage.
- Courage Under Fire – Daily, Martial, No Action
Trigger: A non-minion ally 3 falls to zero HP or fewer
Effect: You gain an action point (normally, Carlao doesn’t have one).

Not too long ago, Carlao and the rest of his cohorts had about the same level of expertise that your own group (Team 1) had, but ever since the failed assassination attempt on the king in Chapter 1, your group has gotten much more recognition, both inside and outside of the Constabulary. There doesn’t seem to be much ill will coming from Team 3, though – Carlao and a few other members were among the first to congratulate you on a job well done when you returned.
These days, Team 3 is lagging behind in terms of skill, but they’re still capable individuals, and far more helpful than the average police officer or soldier would be. They occasionally help with the Obscurati case, since Saxby originally assigned them cleanup duty, but Delft seems to keep their involvement limited on purpose, to maintain greater secrecy.
Carlao takes his job quite seriously, which sometimes gets him a little grief from other RHC agents. When Saxby was still in command, he was something of the Chief Inspector’s pet, though since her apparent act of treason and disappearance he’s tried to distance himself from her, professionally. He likes Delft well enough, but it’s clear the man’s focus is bent on Team 1’s efforts.
Carlao wears his plate armor whenever he can manage it, even if he’s just walking the streets of Flint while not on official RHC business. In combat, he fiercely protects his coworkers and innocent bystanders alike. While he is the perceived leader of the group, he often lets Serena take point, though he’s quick to step up if the morale of his teammates begins to falter.
He has no idea that both Kaea and Serena have a mild crush on him.
